އާދެ! ޝުކުރިއްޔާ، ވަޑައިގެންދެއްވި ކަމަށްޓަކައި.
އާދެ! އެނގިވަޑައިގަންނަވާނޭ ފަދައިން، އިއްޔެ އަޅުގަނޑު މިވަނީ ރައީސުލްޖުމްހޫރިއްޔާގެ މަގާމާ ޙަވާލުވެފައި. ދެން އަޅުގަނޑު މަސައްކަތް ކުރަމުން މިގެންދަނީ، ހަމަ ވީހާވެސް އަވަހަކަށް، ޤާނޫނުގައިވާ ގޮތުގެ މަތިން، ވަޒީރުންގެ މަޖިލިސް އެކުލަވައިލެވޭތޯ. ދެން މިކަމުގައި އަޅުގަނޑު ގަސްތުކުރަނީ، ވީހާވެސް ގިނަ ސިޔާސީ ޕާޓީ އެކުލެވޭގޮތުން، މިހާރު މިޤައުމުގައި ޤައުމީ އެއްބައިވަންތަކަމުގެ ސަރުކާރެއް އުފެއްދުމަށް. އެގޮތުން، އަޅުގަނޑު ސިޔާސީ ޕާޓީތަކުގެ ބޭފުޅުންނާ ވާހަކަ ދައްކަމުން މިގެންދަނީ. އަޅުގަނޑުގެ އުންމީދަކީ، މި ސަރުކާރުގައި ކުރީގެ ރައީސް މުޙަންމަދު ނަޝީދުގެ ޕާޓީ، އެމް.ޑީ.ޕީ.ވެސް ބައިވެރިވެވަޑައިގަންނަވާނެ ކަމަށް. އަޅުގަނޑު މިހާރު އެމް.ޑީ.ޕީ.ގެ ރައީސާ ބައްދަލުކޮށްފީމު. އަދި ހަމަ އެހެނިހެން ޕާޓީތަކުގެ ލީޑަރުންނާވެސް އަޅުގަނޑު މިގެންދަނީ ބައްދަލުކުރަމުން.
ވީމާ، އިރާދަކުރެއްވިއްޔާ، މާލަސްތަކެއްނުވެ، ޤާނޫނުއަސާސީގައިވާ ގޮތުގެ މަތިން، އަޅުގަނޑު ވަޒީރުންގެ މަޖިލީހަށް ހުށަހަޅާ ނަންތައް، އަޅުގަނޑު ރައްޔިތުންގެ މަޖިލީހަށް ފޮނުވާނަން. އަދި ރައްޔިތުންގެ މަޖިލީހުގެ އިޒުނައާ އެކީގައި، އަޅުގަނޑު ސަރުކާރު އެކުލަވައިލާނަން.
އަޅުގަނޑުގެ އެންމެބޮޑު ވާޖިބެއް ކަމުގައި އަޅުގަނޑު ދެކެނީ، ޤާނޫނުގެ ބާރު ދެމެހެއްޓުން. އަޅުގަނޑުގެ ޒިންމާއެއް ކަމުގައި އަޅުގަނޑު ދެކެނީ، ޤާނޫނީ ވެރިކަން ދެމެހެއްޓުން. އާދެ! މިވޭތުވެދިޔަ ދެތިން ހަފްތާއެއްގެ ތެރޭގައި، އެނގިވަޑައިގަންނަވާނެ ފަދައިން، ވަރަށް ހިތާމަހުރި ކަންތައްތަކެއް، މި ޤައުމުގައި ހިނގާ ހިނގައްޖެ. އަޅުގަނޑުމެން ދެކެން ބޭނުންނުވާ ކަހަލަ ކަންތައްތަކެއް ހިނގައިފި. ޤާނޫނާ ޚިލާފު ވަރަށްގިނަ ކަންތައްތަކެއް ހިނގައިފި. ވީމާ، މިހާރު އެންމެބޮޑު އިސްކަމެއްދޭން އަޅުގަނޑު ގަސްތުކުރަނީ، ޤާނޫނީ އަދި ދުސްތޫރީ ވެރިކަން ނަގަހައްޓަން. އެގޮތުން، އަޅުގަނޑު މި މަޤާމާ ޙަވާލުވުމުގެ ދާދި ކުޑައިރުކޮޅެއް ކުރިން އިއްޔެ، ކްރިމިކަލް ކޯޓްގެ އިސް ޤާޒީ ޢަބްދުﷲ މުޙަންމަދުވެސް ވަނީ މިނިވަންކުރެވިފައި. އެއީ އަޅުގަނޑު ނިހާޔަތަށް އުފާކުރާ ކަމެއް.
އަޅުގަނޑުގެ ޢަޒުމަކީ، އަޅުގަނޑުމެންގެ ސަރުކާރުގައި، ޤާނޫނުއަސާސީއާއި ޤާނޫނާ ޚިލާފު ހަމަ އެއްވެސް ކަމެއް ނުހިނގުން. މިގޮތުން، އަޅުގަނޑު ޤަބޫލުކުރާ ގޮތުގައި، މިނިވަން މީޑިއާއެއް އޮތުމަކީ ވަރަށް މުހިންމު ކަމެއް. އެހެންވީމާ، ހަމަ މިއަދުން މިއަދަށްވެސް އަޅުގަނޑު ނިންމައިފިން. މޯލްޑިވްސް ބްރޯޑްކާސްޓިންގގެ ދަށަށް އެމް.އެން.ބީ.ސީ އާއި ދިވެހިރާއްޖޭގެ އަޑު ބަދަލުކުރަން. އިރާދަކުރެއްވިއްޔާ، އެކަން މިއަދު ހަމަޖެހިގެންދާނެ.
އާދެ! އަޅުގަނޑު ޞުލްޙަވެރިކަމާ އެކީގައި، އެއްވެސް ލޭއޮހޮރުވުމެއްނެތި، ވަރަށް އޮމާންކޮށް މިހާރު މިބަދަލު މިއޮތީ އައިސްފައި. މި ޓްރާންސިޝަން އަތުވެއްޖެ. އެހެންވީމާ، އަޅުގަނޑު ސަލާމަތީ ބާރުތަކަށް ވަރަށް ބޮޑަށް ޝުކުރު ދަންނަވަން. ޤާނޫނީ ޙުދޫދުގެ ތެރެއިން ފުލުހުންނާއި ސިފައިންނަށްވެސް، އެދެމުއައްސަސާގެ ބޭފުޅުންނަށް މަސައްކަތް ކުރެއްވުމުގެ ފުރްޞަތު އޮންނާނެ. އެހެން ނުފޫޒުތަކުން އެއްކިބާވެގެން، އެބޭފުޅުންނަށް މަސައްކަތް ކުރެއްވޭނެ ކަމަށް އަޅުގަނޑު ޤަބޫލުކުރަން. އަދި އިއްޔެ ފުލުހުންނާއި ސިފައިން އެ ދެއްކި ހިތްވަރާއި ޢަޒުމްގެ މަތިވެރިކަމުން، އަޅުގަނޑު ފުލުހުންނަށާއި ސިފައިންނަށް އައްސަރިބަހާއި ސާބަސް ދަންނަވަން.
އާދެ! ތިޔަބޭފުޅުން އަޅުގަނޑަށް އެނގޭ، އަޅުގަނޑާ ކުރައްވާނެ ސުވާލެއް. ކުރީގެ ރައީސް މުޙަންމަދު ނަޝީދުގެ ޙާލަތާ ބެހޭގޮތުން. އަޅުގަނޑަށް އެނގިފައިވާ ގޮތުގައި، އެބޭފުޅާ ހުންނެވީ، ފުރިހަމަ ޞިއްޙަތުގައި. އަދި ހަމަ ފުރިހަމަ މިނިވަންކަމާ އެކީގައި. އަޅުގަނޑު މި ސަރުކާރާ ޙަވާލުވެގެންހުރެ، ޤާނޫނާ ޚިލާފު އެއްވެސް ކަމެއް ނުކުރާނަން. އެގޮތުން، އަޅުގަނޑު ތިޔަ ހުރިހާ ބޭފުޅުންނަށް ޔަޤީންކަން އަރުވަން. ރައީސް މުޙަންމަދު ނަޝީދަށް ޤާނޫނީގޮތުން ލިބިވަޑައިގަންނަވާ ފުރިހަމަ ރައްކާތެރިކަން ލިބިވަޑައިގަންނަވާނެ. އެކަން އަޅުގަނޑު ވާނީ، ލޯ އެންފޯސްމަންޓް އެޖެންސީތަކަށް އަންގާފައި. އަދި ހަމައެހެން، އެބޭފުޅާގެ ޢާއިލާއާއި ޢާއިލާގެ ބޭފުޅުންނަށްވެސް ދައުލަތުގެ ރައްކާތެރިކަން ލިބިވަޑައިގަންނަވާނެ.
އަޅުގަނޑު ޝަރުޢީ އެއްވެސް ދާއިރާއަކަށް ނުފޫޒެއް ނުފޯރުވާނަން. އެގޮތުން، ކޯޓުތަކުންނާއި، ޝަރްޢީ މުއައްސަސާތަކުން ކުރައްވަމުން ގެންދަވާ މަސައްކަތްތައް، އަޅުގަނޑުގެ އެއްވެސް ނުފޫޒެއްނެތި، އެގްޒެކެޓިވް ބްރާންޗްގެ އެއްވެސް އިންޓަރފިއަރެންސަކާނުލާ ކުރިއަށް ގެންދާނެ ކަމުގެ ޔަޤީންކަން، އަޅުގަނޑު ތިޔަބޭފުޅުންނަށް އަރުވަން. އެހެންވީމާ، ދެން އަޅުގަނޑު މިހާ ހިސާބުން އަޅުގަނޑު ގަސްތުކުރަނީ، ތިޔަބޭފުޅުންގެ ސުވާލުތަކަށް ވަގުތުކޮޅެއް އަރުވަން.
އަޙްމަދު ޙަމްދޫން – ހަވީރު ނޫސް:
އަޅުގަނޑުގެ ދެ ސުވާލެއް. ފުރަތަމަ ސުވާލަކީ، މަނިކުފާނު ކެބިނެޓް އެކުލަވައިލެއްވުމުގެ މަޝްވަރާތައް ކުރައްވަމުން ގެންދަވާއިރު، ކިތައް މިނިސްޓްރީތޯ މިހާތަނަށް ގަސްތު ކުރައްވާފައި އޮތީ؟ ދެވަނަ ސުވާލަކަށް ދަންނަވާލަން ބޭނުންވަނީ، ކުރީ ސަރުކާރުގެ، ރައީސް މުޙަންމަދު ނަޝީދުގެ ސަރުކާރުގެ ސިޔާސަތުތައް ދެމެހެއްޓުމަށް ކިހާވަރަކަށްތޯ މަސައްކަތް ކުރައްވާނީ؟ އެއީ އަޅުގަނޑުމެންނަށް ފެންނަން އެބަހުރި، ހިޔާވަހިކަމުގެ ސިޔާސަތު. މިހެންގޮސް އެތައް ސިޔާސަތުތަކެއް އެބަހުރި. އެހެންވީމާ، ކިހިނެއްތޯ؟ އެ ސިޔާސަތުތަކާއިގެން ކުރިއަށް ވަޑައިގަންނަވާނީ. ދެން ހަމަ ދެންމެ ވިދާޅުވި އެއްޗަކާ ގުޅިގެން، ރައީސް ނަޝީދަށް ޙިމާޔަތް ދެއްވާނެ ވާހަކަ، ޤާނޫނުގައިވާ ގޮތުގެ މަތިން. އަޅުގަނޑުމެންނަށް އަޑު އެބައިވޭ، ބައެއް ބޭރުގެ މީޑިއާތަކުގައި، ހައުސް އެރެސްޓެއްގައި ނުވަތަ ސިފައިން ހަތިޔާރާއެކު ފޯރިމަރާ ތަނެއްގައި ރައީސް ނަޝީދު ހުންނެވި ކަމަށް. އެއީ ކިހާވަރެއްގެ ޙަޤީޤަތެއްތޯ؟ ދެން ކޮންކަހަލަ ފިޔަވަޅުތަކެއްތޯ އަޅުއްވާނީ، ރައީސް ނަޝީދު ކުރެއްވި ކަމަކަށް. ދެން އެ އަޅުގަނޑަކަށް ނޭނގޭ. އެކަމަކާ ގުޅޭގޮތުން އެއްވެސްކަހަލަ ކަންތައްތަކެއް ކުރައްވަން މަނިކުފާނު ނިންމަވާފައި އެބައޮތްތޯ؟
ރައީސުލްޖުމްހޫރިއްޔާ ޑޮކްޓަރ މުޙަންމަދު ވަޙީދު:
އާދެ! ދެތިން ސުވާލުވެއްޖެ މިހާރު. އެހެންވީމާ، އަޅުގަނޑު ހަނދާން ނުނެތެނީސް، ތިއަށް ޖަވާބު އަޅުގަނޑު ދަންނަވާނަން.
ކެބިނެޓް އެކުލަވައިލުމުގައި އަދި ކަނޑައެޅިގެން މިވެނި ޢަދަދަކަށޭ އަޅުގަނޑު ނުދަންނަވާނަން. އެހެން ނަމަވެސް، މާބޮޑެތި ބަދަލުތަކެއް ކެބިނެޓްގެ ސްޓްރަކްޗަރަށް އަދި ގެންނާކަށް މިވަގުތު އަޅުގަނޑު ގަސްތެއް ނުކުރަން.
ދެން މި ސަރުކާރުގެ ޕޮލިސީސްތަކާ ބެހޭގޮތުން، އޭގައިވެސް މިހާރު ފެށިފައިހުރި، ރައްޔިތުންނަށް ޚިދްމަތް ކޮށްދިނުމުގެ ގޮތުން، ރައްޔިތުންގެ ބޭނުންތައް ފުއްދައިދިނުމުގެ ގޮތުން މިހާރު ފެށިފައިވާ ބޮޑެތި މަޝްރޫޢުތަކަށް ވީހާވެސް ބޮޑަކަށް އަޅުގަނޑު ބަދަލުނުގެނެސް، ވީހާވެސް ބޮޑަކަށް މިދެންނެވިކަހަލަ ޕްރޮޖެކްޓްތައް ކުރިއަށް ގެންދިޔުމަށް އަޅުގަނޑު މަސައްކަތް ކުރަމުން ގެންދާނަން. އަޅުގަނޑުމެންގެ ބޭނުމަކީ، އެއްގޮތަކަށްވެސް ރައްޔިތުންނަށް ފައިދާ ކުރުމަށްޓަކައި ފެށިފައިވާ މަޝްރޫޢުތައް ހުއްޓުވައި، މިކަހަލަ ކަންތައް ކުރުމެއް ނޫން. އެހެން ނަމަވެސް، އަޅުގަނޑަށް ޖެހޭނީ، މިހާރު ހިނގަމުންދާ ބައެއް މަޝްރޫޢުތަކަކީ، އަޅުގަނޑަށް މާބޮޑަށް އޭގެތެރެއަށް ވަދެވިފައިނުވާ މަޝްރޫޢުތަކަށް ކަމަށްވާތީ، އެކަންކަން ހިނގާ ނުހިނގާގޮތް ބަލަން. ދެން އެކަމުގައި ޤާނޫނާއި ގަވާއިދާ ޚިލާފަށް ކަމެއް ހުރިކަމަށްވާނަމަ، އެކަންކަން އަޅުގަނޑުމެން ޖެހޭނެ ބަލަން.
އަޅުގަނޑު ޔަޤީންކޮށް އަރުވަން، ރައްޔިތުންނަށްޓަކައި ރައީސް ނަޝީދު ފަށްޓަވާފައިވާ ބޮޑެތި މަޝްރޫޢުތައް، ވީހާވެސް ރަނގަޅަކަށް، ރައްޔިތުންނަށް ފައިދާހުރި ގޮތަކަށް ކުރިއަށް ގެންދެވޭތޯ އަޅުގަނޑު މަސައްކަތް ކުރަމުން ގެންދާނަން.
ދެން ރައީސް ނަޝީދުގެ ޙާލަތާ ބެހޭގޮތުން އެއްޗެއް ދެންނެވީ އެހެންވެގެން. ރައީސް ނަޝީދު ހުންނެވީ މިނިވަންކަމާ އެކީގައި. އެމަނިކުފާނަކީ އެއީ މިޤައުމުގެ ވެރިކަން ކުރައްވާފައި ހުންނެވި ބޭފުޅެއް، ތިންއަހަރަށް ނަމަވެސް، އެހެންވީމާ، އެބޭފުޅާއަށް ހަމަ ޤާނޫނުގެ ފުރިހަމަ ޙިމާޔަތް ލިބިވަޑައިގެންވޭ. އެބޭފުޅާ ހުންނެވުމަށް ބޭނުންފުޅު ތަނެއްގައި އެބޭފުޅާއަށް ހުންނެވޭނެ. އެބޭފުޅާގެ ރަސްމީ ގެކޮޅުގައިވެސް، އެބޭފުޅާއަށް ހަމަޖެހިވަޑައިގެންނެވެންދެން، އެހެން ތަނެއް ހަމަޖެހެންދެން ހުންނެވުމަށް އަޅުގަނޑުމެން ދަންނަވާފައި އޮންނާނީ. އެހެން ނަމަވެސް، އަމިއްލަފުޅަށް އެދިވަޑައިގަތީ، އެބޭފުޅާ އަމިއްލަފުޅު ގެޔަށް ބަދަލުވެވަޑައިގަންނަވަން.
ދެން ތި ވިދާޅުވިހެން އަޅުގަނޑުމެންނަށް އެބަޖެހޭ، އެބޭފުޅާގެ ޙިމާޔަތުގައި ސެކިއުރިޓީ އަރުވަން. ހަމަ އެބޭފުޅާ ރައީސުލްޖުމްހޫރިއްޔާއަކަށް ހުންނެވިއިރުގައި ހުރި ޙިމާޔަތް އަޅުގަނޑުމެން ކަނޑާނުލައި، އެގޮތަށް ހަމަ ސިފައިންގެ ގާޑުން އެބޭފުޅާ އަރިހުގައި ތިބޭނެ. އެއީ ދެން ޤާނޫނީ ގޮތުން އަޅުގަނޑުމެން އެބޭފުޅާއަށް ދޭންޖެހޭ ޙިމާޔަތެއް. މިބަދަލު އައިސް، މިހާ ކުރުކުރު މުއްދަތެއްގެ ތެރޭގައި، އަޅުގަނޑުމެން އެއަށް ގޮތްގޮތް ހަދަން ފެށުމަކީވެސް އެއީ ރަނގަޅު ކަމެއް ނޫން. އެހެންވީމާ، އެ ސެކިއުރިޓީއަށް އަޅުގަނޑު އެއްވެސް ބަދަލެއް ނުގެންނަން.
މުޙަންމަދު އަފްޒަލް – ޓެލެވިޜަން މޯލްޑިވްސް:
އަޅުގަނޑުގެވެސް ދެސުވާލެއް އަމާޒުކޮށްލާނަން މަނިކުފާނު ވިދާޅުވި އެއްޗަކަށް. މަނިކުފާނު ވިދާޅުވެއްޖެ. އާ ވަޒީރުންގެ މަޖިލީހެއް އެކުލަވައިލުމަށްޓަކައި ސިޔާސީ އެހެން ޕާޓީތަކާ މަޝްވަރާ ކުރަމުން ގެންދަވާ ކަމަށް. އަދި އެމް.ޑީ.ޕީ.އާވެސް މިކަމުގައި މަޝްވަރާތަކެއް ކުރައްވަމުން ގެންދަވާ ކަމަށް. ކިހިނެއްތޯ، އާ ވަޒީރުންގެ މަޖިލީހުގައި އެމް.ޑީ.ޕީ.ގެ ބޭބޭފުޅުން ބައިވެރިކުރުމަށް، އެހެން ސިޔާސީ ޕާޓީތަކުގެ ޚިޔާލު ކިހިނެއްތޯ ހުރީ؟ ހަމައެއާއެއްކޮށް، އެމް.ޑީ.ޕީ.ގެ ރައީސާވެސް ވާހަކަ ދެއްކެވި ވާހަކަ ވިދާޅުވެއްޖެ. ކިހިނެއްތޯ އެމް.ޑީ.ޕީ އިން އެކަމުގައި ވިސްނުންހުރީ؟
ރައީސުލްޖުމްހޫރިއްޔާ ޑޮކްޓަރ މުޙަންމަދު ވަޙީދު:
އާދެ! މިހާރު އަޅުގަނޑު ހުރިހާ ސިޔާސީ ޕާޓީތަކެއްގެ ވެރިންނާ، މިދެންނެވި ހުރިހާ ޢަމަލީ ގޮތުން މަސައްކަތް ކުރައްވާ ސިޔާސީ ޕާޓީތަކުގެ ވެރިންނާ އަޅުގަނޑު ބައްދަލުކުރީމު. އެބޭފުޅުން މިހާރު ދެތިންފަހަރަކު ބައްދަލުކުރައްވައިފި. ބައްދަލުކުރެއްވިއިރުގައި، އަޅުގަނޑުގެ ޔަޤީންކަން އެބައޮތް، އަޅުގަނޑުމެންނަށް ޤައުމީ އެއްބައިވަންތަ ކަމުގެ ސަރުކާރެއް އުފެއްދިދާނެ ކަމަށް. ދެން އެ ޕާޓީތަކުންޖެހޭނެ އަދި ޕާޓީގެ އިންޓަރނަލް ޕްރޮސެސްއެއްވެސް، ކޮންމެ ޕާޓީއެއްގައި އޮންނާނެ. އެހެންވީމާ، އެގޮތުން މިއަދު އެ ޕާޓީތަކުގެ މެދުގައި، އެބޭފުޅުންގެ ކައުންސިލުން މިކަމާ ބެހޭގޮތުން މަޝްވަރާ ކުރައްވާފައި، އަޅުގަނޑަށް މިއަދު ނިމުމުގެ ކުރިން އެބޭފުޅުން ޖަވާބެއް ދެއްވާނެ. އެބޭފުޅުން ތިއްބެވީ، މި ސަރުކާރުގައި ބައިވެރިވެވަޑައިގަންނަވާ ގޮތަށްތޯ، ނޫންތޯ. އަޅުގަނޑަށް މިހާތަނަށް ލިބިފައި ހުރި މަޢްލޫމާތުން، ހަމަ އޭގެތެރެއިން ހަމަ ގިނަ ޕާޓީތަކުން ބައިވެރިވެވަޑައިގަންނަވާނެ. އެހެންވީމާ، އަޅުގަނޑަށް މިވަގުތު އަދި ނުދެންނެވޭނެ، ކޮން ޕާޓީތަކެއްތޯ ބައިވެރިވަނީކީ ނޫނީ ނުވަނީކީ. ދެން އެ ދަޢުވަތު މިވަނީ އެމް.ޑީ.ޕީ.ގެ ރައީސަށްވެސް އަޅުގަނޑު އަރުވާފައި. އަނެއްކާ، އެމް.ޑީ.ޕީ.ގެ ރައީސް އެހެން ޕާޓީތަކުގެ ވެރިންނާވެސް ވަނީ ބައްދަލުކުރައްވާފައި. އެހެންވީމާ، އިރާދަކުރެއްވިއްޔާ ދެން މާލަހެއްނުވެ ތިކުރެއްވި ސުވާލުތަކުގެ ޖަވާބު ލިބިގެންދާނެ.
މުޙަންމަދު އަފްޒަލް – ޓެލެވިޜަން މޯލްޑިވްސް:
އަޅުގަނޑުގެ ސުވާލަކީ، ސިޔާސީ ޕާޓީތަކުން މަނިކުފާނާ މަޝްވަރާ ކުރެއްވިއިރު، އަލުން މިއެކުލަވައިލެއްވި ޤައުމީ އެއްބައިވަންތަކަމުގެ ސަރުކާރުގައި، ވެރިކަމުން ފޭބި އެމް.ޑީ.ޕީ.ގެ ބޭބޭފުޅުން ހިމެނުމާމެދު އެޕާޓީތަކުގެ ޚިޔާލު ކިހިނެއްތޯ ހުރީ، މަނިކުފާނާ ކުރެއްވި މަޝްވަރާތަކުގައި.
ރައީސުލްޖުމްހޫރިއްޔާ ޑޮކްޓަރ މުޙަންމަދު ވަޙީދު:

Question:
Mr President, can you briefly say your opening statement touching upon where is Mr Nasheed? Is it a national government that you are aiming at? And thirdly, how was this transition managed very peacefully?
President Dr Waheed:
Today is the first day and so it hasn’t been so much time yet. President Nasheed is staying at his house now. Of course he was welcome to stay in the Presidential Residence as long as he needed, but he preferred to go back to his house – I understand, his parents’ place initially. He continues to receive normal security protection that he used to have as president. No effort has been made to dismantle it or to minimize it in anyway. I have personally made sure that the law enforcement agencies are assured that President Nasheed is protected according to the law.
We are trying to form a new government. I am in consultation with all the major political parties and I have had several meetings with them, including the President of MDP. I am optimistic that by the end of today, I will have at least, first of all an indication of how many parties are ready to participate, second, their suggestions for nomination.
My plan is to continue consultations with political leaders and then come up with the nominations that will first go to the parliament, and after the parliament approves, I will appoint them. It will take a few days for the process. But in the meantime, the government continues. As you know we have a civil service in place, an independent civil service, and every government ministry is headed by a responsible civil servant. They will continue their work. Some of the political appointees will be changed for obvious reasons but it will take a few days for the new government to be fully in place.
Steve Chao, Al Jazeera:
Your former partner Mr Mohamed Nasheed has come out to say that this is in fact a coup d’état. Now you say this is not so, but he says that he was forced by the military and the police and given no other option but to resign and that you were part and parcel of this scheme. Your comments.
President Dr Waheed:
Do I look like somebody who will bring about a coup d’état? I think this is an unfair statement. The President resigned and according to the constitution, as Vice President, I’m supposed to swear in. I was invited by the Speaker of the Parliament, Speaker of Majilis, to come to the Majilis Chambers yesterday, to take the oath of office in front of the Chief Justice. So that process has taken place.
I don’t want to comment too much on how President Nasheed conducted his affairs of government. You’ve been following the situation in Maldives you’ve been following how the political climate has evolved. So you will form your own opinion about how the situation was. The people of Maldives made a huge transition to democracy. It’s been a long struggle, and now there are some fundamental values that the people of this country believe. And one of them is the importance of rule of law.
Today the people of Maldives are not willing to see our leaders trespass and trample constitutions, our legal documents and also breach the rule of law and the separation of powers. These are fundamental values, fundamental principles of our democracy. We assumed from the beginning that we have three powers of the state, and that executive, judiciary and the legislature must operate independently without due influence from each other.
So these are principles we established and when the judiciary was being interfered by the executive, and when a Chief Judge of the courts was unlawfully detained by the military, everybody, I think including international organizations, could not believe that this would happen in a modern democracy. I’m sure you will not tolerate it in any of your countries either. The Maldivian people are not willing to tolerate this either. So the reaction to that and the events that followed afterwards happened. And when there is a breach of law the executive has to be responsible for it.
President Nasheed is responsible for his actions. I’m not answerable to them. I advised the President against it. I came out when the President did not take my advice. I came out openly and I stated my position for all of you to hear. So I hope you will study the facts before you make your judgments about what happened.
Steve Chao, Al Jazeera:
The MDP party, former cabinet members, accused you of basically siding with the opposition here, that you are now in their pocket. You talk about the independence of executives. What do you say to these allegations that you are a biased now?
President Dr Waheed:
I don’t belong to MDP. I come from a different party. The President knew very well, very clearly that I was not from MDP. And he asked me to be his running mate. I agreed. And to win the election he also invited other political parties and they all agreed to join because we all wanted progress towards democracy. And this was the opportunity to move forward.
And therefore, history will always tell you that it was an effort by people who wanted freedom, people who are freedom loving people in this country, who came together to bring about a change in 2008. MDP alone cannot take full credit and responsibility for the transformation that took place. I think it’s totally unfair.
And when the President decided that he did not need any other parties, anybody else, that MDP could proceed unilaterally by itself, from that day onwards it undermined its own legitimacy and its own power base. And therefore, events progressed and what happened finally is the culmination of a long process of political conflict, and undermining of people’s will.
So I think it’s unfair for anyone to accuse me of joining the opposition. I will continue this government in the spirit of a coalition, in the spirit of working with other political parties and partners in the country. And together I’m confident that we will be able to build stable democratic country that respects individual freedom and foremost respects and upholds a constitution that guarantees bill of rights for our people.

I just want to clarify with you about the travel restrictions that have been imposed. There is a talk about a list of people who are not allowed to leave the country. Does it apply to all MDP people or is it only those officials or close relatives of the Nasheed administration? Could you clarify on that?
President Dr Waheed:
Only last night I came to hear about a list of people who are on a travel ban. I was shocked by it. I can assure you that since I became president, there has not been a list made, no lists have been issued. When I heard about this I got a call from one of my most respected heads of public institutions here. So I inquired about it. And I was told that such a list was there. If it’s there then I haven’t seen it. But if it’s there it must have been drawn up by the previous administration.

Are you saying that you are removing that thing?
President Dr Waheed:
Yes we will remove that. I have asked them if there is something, as far as I know there are no restrictions.
Amal Jayasinghe, AFP:
Mr President, in that case if the former president Nasheed wants to leave the country now, is he free to do that?
President Dr Waheed:
He is free to leave as far as I know.
As I said if there are any things happening in judiciary, if there are any court orders for him to stay, I am not aware of it yet. If it’s there, it’s their business. I guarantee I will not interfere with the proceedings of the judiciary.
I will also want to ensure that I don’t interfere with the law enforcement, with the work of the police.
Question:
Mr President you said that the former President violated the constitutions, rule of law but is it part of constitution of the Maldives that a faction of the police, can force the President to announce his resignation at gun point. Is that not violating the rule of law?
President Dr Waheed:
I don’t know where you got this information from. My understanding is that, he or somebody below him, could be the Minister of Home Affairs, ordered the police to act against the constitution and the law. This was my understanding. And the police as an institution refused. They have a right to refuse. It is stated in our constitution that no body should order anyone to do something that is illegal, against the constitution or the law. It is also said in our constitution, that no law enforcement agency is required to obey such orders. I believe that the police acted totally and fully constitutionally. So when they refuse to obey the President, I think the President himself must ask why.
Question Blyson Hull, Reuters:
Mr President, if the police actually mutinied against the government and started taking actions against, as recorded and seen yesterday, will that be under the constitution as well? And there is information that military marched the President into his office, and he was resigned under pressure, that’s according to eye witnesses. Is that constitution as well?
President Dr Waheed:
You should see the events of yesterday morning, in continua. What happened the night before and before that. If you followed what happened the night before yesterday morning, you will see that peaceful demonstrators have been protesting for the last, almost 3 weeks and then the police were trying to protect them against some government sympathizers who were trying to disrupt the protests. And at that point, orders came against the law to create a vacuum there, to remove the police, and to allow confrontation. This was all totally unconstitutional and the police were forced to move from there.
So you have to see how the events progressed and then make your judgment as to whether something was constitutional or unconstitutional. It is not for me to decide.
The President resigned and I came in when the speaker of the parliament invited me to come in and I just said, what happened is not something, as a nation we are not proud of the kinds of things that has happened in the last few weeks. I want to assure all of you, all of our partners, that we will respect rule of law, will uphold the constitution, the executive will not interfere in legislature, and we will make sure that democracy is consolidated and that’s why it’s so important for me to bring all the partners together, political parties together, and form a government of national unity. I want to ensure that the rule of law is upheld, that we move towards 2013 and guarantee a free and fair election according to the constitution.

You seem very calm, you seem to have everything worked out. It’s hard not to believe that there was a plan here. So if this is not a coup what is it?
President Dr Waheed:
There was no plan. I was not prepared at all. I was not prepared at all, especially because President Nasheed did not confide in me on many things. The Vice President is supposed to take over, if something happens to the President, supposed to be fully prepared all the time. I must admit I was not fully prepared.
As a result, you will see that we have not been able to initially communicate what happened to you effectively. And all kinds of rumors and innuendoes are flying around, and this is an example of us not being prepared.
Don’t you think, as somebody who has worked in international organizations that I am aware of importance of public relations? That if I was preparing for something, and if I had a plan, I would also not have a media plan ready for us?
So I assure you, that there was no plan. I had no idea this was going to happen yesterday. Of course we all knew the situation was getting worse, that protests were building up. But nobody, I don’t think anybody in the Maldives expected this to happen yesterday.

Did you have any contacts with the former President Gayoom before hand? I understand, we’ve spoken to him ourselves, he is saying that he is still keeping his options open about running for office again.
President Dr Waheed:
Well everybody has their own, everybody’s free in the Maldives. If the former President Gayoom wants to run, it’s his right.
As for President Nasheed, I must admit that we have not had good communication and he did not involve me in any of the major decisions, particularly with regards to the judiciary. Of course, there have been instances where things were discussed in the cabinet, and as a member of the cabinet, I have provided my advice. But that does not mean that I was a close confidant and so there has been a problem of communication. I must admit.
ޢަބްދުއްލަޠީފް އާދަމް – މިއަދު ނޫސް:
އަޅުގަނޑުވެސް މިއަދު ނޫހުގެ ފަރާތުން އެންމެ ފުރަތަމަ ހަމަ މަނިކުފާނަށް މަރްޙަބާ ދަންނަވަން. ދެން ހިނގާދިޔަ ޞުލްޙަވެރި ކަންތައްތަކަށްފަހު ހަމަ އަޅުގަނޑަށް މިފެންނަނީ އާ ދުވަހެއް. ތިވިދާޅުވިހެން ހަމަ އަޅުގަނޑުމެން އެދުވަހަކަށް މިއަދަށް އިންތިޒާރުކޮށްގެން ނެތް ނަމަވެސް.
އަޅުގަނޑުގެ ސުވާލަކީ، އަޅުގަނޑުމެންގެ އިވޭ އަޑުތަކަށް ބަލާއިރު، ޑިސެމްބަރު މަހުގެ މުސާރައިގެ މައްސަލަވެސް އެބައުޅޭ. އަދި ޖެނުއަރީ މަހުގެ މުސާރައިގެ މައްސަލަތައްވެސް އެބައުޅޭ. އެހެންވީމާ، އަޅުގަނޑު ދަންނަވަން މިއުޅެނީ، އަޅުގަނޑުމެން މާލީ ވަރަށްބޮޑު ކްރައިސަސްއެއްގައި އޮއްވައޭ މަނިކުފާނު ތިވަޑައިގަތީ، އަޅުގަނޑުމެންގެ ޤައުމުގެ ވެރިކަމަށް. އަނެއްކާ ވަޑައިގެންނެވިއިރުގައި، މި ކޯލިޝަނުން ވަރަށް ބޮޑަށް ކުރީގައިވެސް ތާއީދުކުރަމުން އައިއްސަ އޮތީ، ސަރުކާރުން ހިފަހައްޓާފައިވާ ސިވިލް ސަރވަންޓުންގެ މުސާރައިން ހިފަހައްޓާފައިވާ ބައި އަނބުރާ އެމީހުންނަށް ދޫކުރުމުގެ މައްސަލައިގައި. އެހެންވީމާ، މިހުރިހާ ކަމެއް، މާލީ ގޮންޖެހުންތަކެއް ހުރިއިރުގައި، މަނިކުފާނު އެކަންކަމަށް. އަޅުގަނޑަށްވެސް އެނގޭ، މާލީ ވަޒީރެއްވެސް ނެތްކަން. އެހެން ނަމަވެސް، މަނިކުފާނުގެ ވިސްނުންފުޅު ހުރީ ކިހިނެއްތޯ؟ ރައްޔިތުންނަށް މަނިކުފާނު ދެއްވާނެ އުންމީދަކީ، މިހާރު ކުރީގައިހެން މުސާރަ ހިފަހައްޓާފައި، ދެން ސަރުކާރުން ބޭނުންވާ ކަންތައްތަކެއް ކުރަމުން ގެންދިޔުންތޯ. ނޫނީ މުސާރަ ދެއްވައިގެން، ރައްޔިތުންނަށް އެ ލިބިފައިވާ ގެއްލުން ފޫބައްދައިދެއްވައިގެން، އެކަން ކުރެއްވުންތޯ. ކިހިނެއްތޯ މަނިކުފާނުގެ މާލީ ސިޔާސަތު ކޮންމެވެސްވަރަކަށް. ހަމައެކަނި މުސާރަ ދެއްވުމުގައި ބައްޓަން ކޮށްދެއްވާނީ.
ރައީސުލްޖުމްހޫރިއްޔާ ޑޮކްޓަރ މުޙަންމަދު ވަޙީދު:
އާދެ! މިކަމުގައި މިހާރު އަޅުގަނޑަށް ހީވަނީ ޙުކުމެއްވެސް އެބައޮތްހެން. ދެން އެހެންވީމާ، ޤާނޫނީ ގޮތުން ކުރަންޖެހޭ ކަންތައްތައް އަޅުގަނޑުމެން ކުރާނަން. މުސާރަ ދިނުމުގައިވެސް އަޅުގަނޑަށް އެނގިފައިވާ ގޮތުގައި އެއީ އަޅުގަނޑުމެން މިހާރު ކުރަން ޖެހިފައި އޮތް ކަމެއް. އެހެންވީމާ، އިރާދަކުރެއްވިއްޔާ އެކަން އެންމެ އަވަހަށް އަޅުގަނޑުމެންނަށް ކުރެވެން އޮތް ގޮތެއް ބަލައި، އަޅުގަނޑުމެން އެކަން ކުރާނަން.
މިޞްބާޙު ޢައްބާސް – ދި ޓީ.ވީ:
މަނިކުފާނާ އަޅުގަނޑު ކުރަން އޮތް ސުވާލުގެ ތެރެއިން ބައެއް ބައިތައް ގޮއްސި. ނަމަވެސް، އަޅުގަނޑު އަދި އެއްފަހަރު ކޮށްލާނަން.
މި ނިމިދިޔަ ސަރުކާރުގެ، އަޅުގަނޑުމެންނަށް އެންމެ ބޮޑަށް ފެނުނު މަންޒަރަކީ، ރާއްޖޭގެ ޖުޑީޝަރީއަށް ވަރަށް ބޮޑެތި މައްސަލަތަކެއް ހުރި ކަމަށް ބުނެ، ފާޑުކިޔަމުންދިޔަ މަންޒަރު. މަނިކުފާނު ގަބޫލު ކުރައްވަންތޯ، އެކަންތައް އޮތީ އެގޮތަށް ކަމަށް. ދެން ޖުޑީޝަރީގައި މައްސަލަތަކެއް ހުރިނަމަ، އެކަންކަން ޙައްލު ކުރެއްވުމަށް މަނިކުފާނު މަސައްކަތް ކުރައްވާނެ ގޮތަކީ ކޮބައިތޯ؟
ރައީސުލްޖުމްހޫރިއްޔާ ޑޮކްޓަރ މުޙަންމަދު ވަޙީދު:
އާދެ! މި ސަރުކާރުގެ، މި އަޅުގަނޑުމެންގެ ޑިމޮކްރަސީއަކީ ވަރަށް ޅަ ޑިމޮކްރަސީއެއް. ޑިމޮކްރަސީގައި އޮތް ތިން ބޮޑު ބާރުގެ ހުރިހާ ބާރުތަކެއްގެ ތެރޭގައިވެސް އެބަހުރި ރަނގަޅު ކުރަންޖެހޭ ކަންތައްތައް. އެކަމަށް އަޅުގަނޑުވެސް އެއްބަސްވަން. އެހެން ނަމަވެސް، އަޅުގަނޑު ދެކޭގޮތުގައި، ޖުޑީޝަރީގައިވެސް އެބަތިއްބެވި ހަމަ މި ޤައުމުގައި ހަމަ ތިބި އެންމެ ތަޢުލީމީ ހަމަ އެންމެ ރަނގަޅު މީސްމީހުން އެބަތިބި. އެބޭފުޅުންގެ ކެޕޭސިޓީވެސް އެބަހުރި. ޖުޑީޝަލް ސަރވިސް ކޮމިޝަންގައިވެސް އެބަ ތިއްބެވި ހަމަ ރަނގަޅު ބޭފުޅުންވެސް. އެބޭފުޅުންގެވެސް ކެޕޭސިޓީ އެބަހުރި. އެހެންވީމާ، އަޅުގަނޑުމެންނަށް އޭގެތެރެއަށް ވަދެ، ގޮތްގޮތް ހަދަންޖެހޭ ކަމަކަށް އަޅުގަނޑު މާބޮޑަކަށް ގަބޫލެއް ނުކުރަން. ސަރުކާރުގެ ފަރާތުން އެބޭފުޅުންނަށް ދޭންޖެހޭ އެހީއެއް ދިނުމަކީ، ނެތް ކަމެއް ނޫން. އެހެންވީމާ، އެގޮތުން ބޭރުގެ ފަރާތްތަކުންނާއި، އެހެން ދިމަދިމާލުން އަޅުގަނޑުމެންނަށް ހޯދެންހުރި އެހީއެއް ހޯދައި، އަޅުގަނޑުމެން ޖުޑީޝަރީ ވަރުގަދަ ކުރުމަށްޓަކައި ކުރަންޖެހޭ، ދޭންޖެހޭ ހުރިހާ އެހީއެއް އަޅުގަނޑުމެން ވެދެން މިތިބީ ތައްޔާރަށް.

President Dr Waheed:
I am saying that there are concerns of the public with regards to the GMR, GMR contract particularly and in that regards, we will discuss with GMR and try to resolve those issues.
Andrew North, BBC:
Some people have raised concerns about Islamic fundamentalist parties getting more power as a result of this. What do you say to that?
President Dr Waheed:
Even in the President Nasheed’s Government, you know that Islamic parties were represented and also in the next government Islamic parties will be represented. They are a part of this society. We cannot ignore them. But I can assure you that we have fairly wide range of people in it, wide range of views and philosophies and ideas about politics in this country. So I am trying to create a plural, a multiparty government that will bring in all the views. Obviously we will have to discuss and try to come to solutions.

What would you say to the holiday makers who are wanting to come here?
President Dr Waheed:
I was waiting for this question. Thank you for asking it. I want to assure our visitors from abroad, that Maldives is completely peaceful and unlike some of the rumors that have been going around in international media, you will see that Male’ and also the rest of the country is a peaceful place and they are all welcome. And I want to reassure our tourism industry that, they have the full support of this government.
