اَلحَمْـدُ لِلّـهِ رَبّ العَـالَمِـين، وَالصّـلاة وَالسّلام علـى سيدنا محـمَّدٍ، خاتم الأنبياء والمرسلين، وَعلـى آلـه وَصَحْبِـهِ أجمـعـين.
ސީލައިފް ގްލޯބަލްގެ ޙިއްޞާދާރުން، އަޙްމަދު މޫސާ، ޝަހީދު، ޑޮކްޓަރ ޚާލިދު އަދި އެހެން މަސްއޫލު ބޭފުޅުން، އެޗް.ޑީ.ސީ.ގެ މެނެޖިންގ ޑިރެކްޓަރ ސުހައިހް އަޙްމަދު، ވަޒީރުންގެ މަޖިލީހުގެ ޢިއްޒަތްތެރި މެންބަރުން، މި ރަސްމިއްޔާތަށް ވަޑައިގެން ތިއްބެވި އެންމެހާ ޢިއްޒަތްތެރިން، ހުޅުމާލޭގެ ލޮބުވެތި ރައްޔިތުން.
السّــلام عليــكم ورحـمــة اللّـه وبـركاتـه،
އާދެ! ޝައްކެއްވެސްނެތްގޮތުގައި ހުޅުމާލެއަކީ، އަޅުގަނޑުމެންގެ ޕާޓީގެ ލީޑަރު ރައީސް މައުމޫންގެ ތަޞައްވުރެއް. ރައީސް މައުމޫން އޭރު ހުޅުމާލެއާ ދޭތެރޭގައި ވިސްނާވަޑައިގަތީ، މާލޭގައި މީހުން ތޮއްޖެހި ބައިބޯވެގެންދާއިރު، މާލެއަށް ކޮންމެވެސްވަރެއްގެ ލުޔެއް ގެނެސްދެއްވުމަށް. އެކަމަކު މީގެ 10 އަހަރު ކުރިން، 15 އަހަރު ކުރިން، މި ތަޞައްވުރު، ތަޞައްވުރެއްގެ ސިފައިގައި އޮތްއިރު، އެއްވެސް މީހަކު ހިތަކަށްނާރާނެ، މިފަދަ ބިޔަ ބޮޑެތި މަޝްރޫޢުތަކެއް ހިނގާފާނެ ރަށަކަށް، މި ރަށް ބަދަލުވެގެން ހިނގައިދާނެ ކަމަކަށް. މި ދުރުވިސްނުމަކީ، މިއީ ޤައުމު ބިނާކުރުމުގެ ވިސްނުމަކީ. އެހެންވީމާ، އެކަމަށްޓަކައި ހުޅުމާލޭގައި މިފަދަ ބިޔަ ފުރިހަމަ މަޝްރޫޢެއް ފެށޭއިރު، އަޅުގަނޑު އިޚްލާޞްތެރިކަމާއެކީ، ރައީސް މައުމޫނަށް ޝުކުރު ދަންނަވަން. އަދި އޭރު އެމަނިކުފާނުގެ ޓީމުގައި މިކަހަލަ ބިޔަ މަޝްރޫޢުތައް ޙަޤީޤަތަކަށް ހައްދަވައިދެއްވުމަށްޓަކައި މަސައްކަތް ކުރެއްވި ވަޒީރުންނަށް، އޭގެތެރޭގައި އޭރުގެ ޕްލޭނިންގ މިނިސްޓަރ، އަޅުގަނޑުގެ އަޚު ޙަމްދޫން ޙަމީދު ހިމެނިވަޑައިގަންނަވާނެ. އެމަނިކުފާނަށްވެސް އިޚްލާޞްތެރިކަމާއެކީ ޝުކުރު ދަންނަވަން.
އާދެ! ހުޅުމާލެއަށް ދިރުން ގެނެސްދޭ ކޮންމެ މަޝްރޫޢަކާ ކޮންމެވެސް ގޮތަކުން އެސޯސިއޭޓްވުމަކީ، އަޅުގަނޑަށް ލިބޭ ވަރަށްބޮޑު އުފަލެއް، ވަރަށްބޮޑު ޝަރަފެއް. އަޅުގަނޑަށް މި ޝަރަފް ދެއްވި ކަމަށްޓަކައި ގްލޯބަލް ސީލައިފްގެ އިސް މަސްއޫލުވެރިންނަށް ވަރަށް އިޚްލާޞްތެރިކަމާއެކު ޝުކުރު ދަންނަވަން.
އާދެ! ދިވެހިރާއްޖެއަށް މިއަދު އެންމެ ބޮޑަށް ދަތިވެފައިވާ ކަންތައްތަކުގެ ތެރޭގައި، އެންމެބޮޑު މައްސަލައަކީ، އަޅުގަނޑުމެންގެ ދިވެހި ޒުވާނުންނަށް އަދި އެކި ގިންތިތަކުގައި ހިމެނިވަޑައިގަންނަވާ ދިވެހިންނަށް ވަޒީފާގެ ފުރުޞަތުގެ އިތުރަށް، ގެދޮރުވެރިކަން ނެތިގެންދާ މައްސަލަ. އަޅުގަނޑުމެން، ޕީ.ޕީ.އެމް.ގެ ފަރާތުން ނުކުމެ، ރައްޔިތުންނަށް ވިސްނައިދެވޭތޯ ބެލީ އަޅުގަނޑުމެންގެ ސަރުކާރެއްގައި އެންމެބޮޑު އިސްކަމެއްދޭނީ، ގެދޮރުވެރިކުރުވާށޭ. އަދި ހަމައެހެންމެ، ދިވެހި ޒުވާނުން ގެދޮރުވެރިކަމުގެ ހިޔާވަހިކަމުގައި ތިބޭއިރު، ގެދޮރުވެރިކުރުވާ ޒުވާނުންނަށް، ގެދޮރަށް ބޭނުންވާ ފައިސާއާއި ކުލި ދެއްކުމުގެ ވަސީލަތްތައް ޤާއިމްކޮށްދިނުމަށްޓަކައި ދިވެހި ޒުވާނުންނަށް ވަޒީފާގެ ފުރުޞަތާއި އަދި އާމްދަނީ ލިބޭނެ ގޮތްތައް ހަދައިދޭނެ ކަމަށް އަޅުގަނޑުމެން ވަޢުދުވަމުން އައީ. އެހެންވީމާ، އިރާދަކުރެއްވިއްޔާ، މި ފެށުނު މަޝްރޫޢަކީ އަޅުގަނޑުމެންގެ ވަޢުދުގެ ކުރިން ވުޖޫދަށް އައިސްފައި އޮތް މަޝްރޫޢެއް ކަމަށްވީނަމަވެސް، މި ފެށިގެންދާއިރު މިއީ އަޅުގަނޑުމެންގެ ޕާޓީއަށާއި އަޅުގަނޑަށ ވަރަށް ޚާއްޞަ އުފަލެއް ލިއްބައިދޭ މަޝްރޫޢެއް.
މި މަޝްރޫޢުގެ ތަޢާރުފުގައި، ދެންމެ އަޅުގަނޑުމެންނަށް އަޑުއިވިގެންދިޔަ ފަދައިން، ފިޔަވަހިތަކަކަށް ބެހިގެން، މި މަޝްރޫޢު ނިމިގެންދާއިރު، 3000 ހައުސިންގ ޔުނިޓް ހިމެނޭނެ. 3000 ހައުސިންގ ޔުނިޓަކީ ގާތްގަނޑަކަށް 18000 މީހުންނަށް ދިރިއުޅެވޭނެ ޖާގަ. ހުޅުމާލެ، 10 އަހަރުގެ ކުރު މުއްދަތެއްގެ ތެރޭގައި އަދި ވަރަށް ރިސްޓްރިކްޓިވް ވަކި ޕްލޭނެއްގެ ދަށުން ކަންތައްތައް ކުރެވޭ އިންތިޒާމެއްގެ މަތިން، އޮތް ރަށަކަށް ވެގެންދިޔައިރުވެސް، ހުޅުމާލޭގައި 30000 މީހުން މިއަދު ދިރިއުޅެމުން އެބަ ގެންދޭ. އަދި ސަރުކާރުގެ އިޤްތިޞާދީ މަޝްރޫޢުތަކެއް ޢާންމުވެގެން ފުޅާވެގެންދާކަމަށްވަންޏާ، މިއަށްވުރެ ގިނަ އާބާދީ މިރަށުގައި އޮންނާނެކަމާ ދޭތެރޭގައި ޝައްކެއްނެތް.
އަޅުގަނޑުމެންގެ ތަޞައްވުރުގައި، ހުޅުމާލެއާ ދޭތެރޭގައި އަޅުގަނޑުމެން ޚިޔާލުކޮށްފައި މިއޮތީ، ހުޅުމާލޭގައި ޒުވާނުންގެ ސިޓީއެއް، ޔޫތު ވިލެޖެއް އަޅުގަނޑުމެން ހަދާނަމޭ. އަދި އެ ޔޫތު ވިލެޖަކީ، ދިވެހި ޒުވާނުންގެ ތެރެއިން އާމްދަނީ ހޯދައިގެން 50000 މީހުންނަށް ދިރިއުޅެވޭ ޖާގަ އޮތް ޔޫތު ވިލެޖަކަށް އަޅުގަނޑުމެން ހަދައިދޭނަމޭ. ދެން ޔޫތު ވިލެޖެއް ހެދޭއިރު ހަމައެކަނި އަންނާނީކީ ގެދޮރުވެރިވުމެއްވެސް ނޫން. ޔޫތު ވިލެޖަކާ ގުޅުންހުރި އެހެން މަޝްރޫޢުތައް، މީގެތެރޭގައި ހިމެނިގެންދާނެ. ވަޒީފާގެ ފުރުޞަތު، ކޮންމެވެސްކަހަލަ ލުއި ޞިނާޢަތްތަކެއް އުފެދިގެން ދިޔުން. އަދި މިޒަމާނުގެ ޔޫތުންނަށް ބޭނުންވާކަހަލަ ކެއިން ބުއިމުގެ އިންތިޒާމުތަކާއި، ފަސޭހަކަމާއެކީ އަވަސްކަމާއެކީ ލިބޭނެ ރެސްޓޯރެންޓް ފެސިލިޓީޒް، މީގެތެރޭގައި ހިމެނިގެންދާނެ. މިއީ އަޅުގަނޑުމެންގެ އުންމީދު. އިރާދަކުރެއްވިއްޔާ އަޅުގަނޑުމެންގެ 5 އަހަރެއްގެ ތެރޭގައި، އަޅުގަނޑުމެން ޚިޔާލުކޮށްގެން މިތިބީ، މި އުންމީދު އަޅުގަނޑުމެންނަށް ޙާޞިލް ކުރެވޭނެ ކަމަށް.
އަޅުގަނޑުމެން އަޑުއަހަމު، ސީ.އެސް.އާރު މަޝްރޫޢުތަކުގެ ތެރެއިން، އެކިއެކި މަސައްކަތް ކުރުމަށް، ރިޒޯޓް ހެދުމަށް ރަށްރަށް މި ދޫކުރައްވަނީ އިޖުތިމާޢީ އެކިއެކި ބޭނުންތަކަށް. މިހާރު ސަރުކާރުގެ އަމާޒަކަށްވެފައި މިއޮތީ، ދެން ސީ.އެސް.އާރު މަޝްރޫޢުތަކަށް ،ރިޒޯޓް ހަދަން ރަށްރަށް ދޫކުރާއިރު، ސީ.އެސް.އާރު ކޮމްޕޯނަންޓް ތެރޭގައި ހިމެނޭނީ، އެންމެ އިސްކަމެއްދޭ ގޮތަށް ގެދޮރުވެރިކަން. މިއީ، ތަރައްޤީ ކުރުމަށް ކުރެވޭ މަސައްކަތެއް. މިއީ، މާލޭގަޔާއި ހުޅުމާލޭގަޔާއި، ޚާއްޞަކޮށް، މި ދެރަށަށް އަމާޒުވެގެންދާނީ. މާލޭގައި އަޅުގަނޑު މިކަން ކުރަން ބޭނުންވާ ސަބަބަކީ، އަޅުގަނޑުމެންގެ ޕާޓީން އަޅުގަނޑުމެންގެ މެނިފެސްޓޯގައި ޝާއިޢުކޮށްފައި އޮތް ގޮތަށް، މާލޭގައި ދިރިއުޅެމުންދާ މީހުންގެ ތެރެއިން، މާލޭގައި ގެދޮރު ނެތް ހުރިހާ އެންމެންނަށް، ގެދޮރު ހަމަޖައްސައިދިނުމަށް އަޅުގަނޑުމެން ކުރަން ބޭނުންވާ ކަންތައް. ހުޅުމާލޭގައި އަޅުގަނޑުމެން މިކަން މި ކުރަނީ، މާލޭގައި ފުރިގެންދާ، ތޮއްޖެހިގެންދާ މާލެ، މިއަށްވުރެން ހަމަޖެހިގެން ނޭވާލެވޭނެ ގޮތަކަށް ހަމަޖެހިގެން ދިޔުމަށް، ހުޅުމާލޭގައި ގެދޮރުވެރިކުރުމުގެ މަޝްރޫޢުތައް މި ހިންގަނީ. މާލޭގައި ދިރިއުޅޭ މާލޭ ރައްޔިތުންނާއި، މާލޭގައި ދިރިއުޅޭ އަތޮޅުތަކުގެ ރައްޔިތުންނާއި އަދި އަތޮޅުތަކުން މިތަނަށް ހިޖުރަ ކުރައްވަން ބޭނުންފުޅުވާ ބޭފުޅުންނަށް، މި ފުރުސަތު ތަނަވަސްވެގެން މިދަނީ. ﷲގެ ރަޙްމަތާއެކީ، އަޅުގަނޑުމެން ވިސްނާފައި، އަޅުގަނޑުމެން ނިންމާފައި އެ އޮތްގޮތަށް، ބްރިޖަކުން މި ދެ ރަށް ގުޅޭ ހިސާބަށް ދިޔައިމަ، ޝައްކެއްވެސްނެތްގޮތުގައި، އިޤްތިޞާދީ ފުރުޞަތާއި، އިޖުތިމާޢީ ކަންކަން ހަމަޖެހިގެންދާނީ މިތާ ދިރިއުޅޭ ރައްޔިތުންނަށް، ހަމަ ދިވެހިރާއްޖޭގެ، މި ދުނިޔެމަތީގެ ސުވަރުގެއެއްގެ ފަދައިން، އިހުސާސްކުރެވޭ އުފާވެރިކަމެއްގެ ތެރޭގައި. މިއީ އަޅުގަނޑުމެން މިރަށަށް ގެންނަން ބޭނުންވާ ތަރައްޤީ.
މި އުންމީދުތައް ޙާޞިލްކޮށްދިނުމަށްޓަކައި، ބޭރުގެ ފަރާތްތަކާ ގުޅިގެން ދިވެހިން މި ކުރައްވާ މަސައްކަތުގައި، އަދި ސައްތައިންސައްތަ ބޭރުގެ ޙިއްޞާދާރުން ހިމެނޭ ކުންފުނިތަކުން ކުރާ މަސައްކަތުގައި، އަޅުގަނޑުމެންގެ ސަރުކާރުގެ ހުރިހާ އެއްބާރުލުމާއި ތާއީދު އޮންނާނެ. އަދި މި ކަންކަން މިގޮތަށް ދާނީ، ޝައްކެއްވެސްނެތްގޮތުގައި، ދިވެހިރާއްޖޭގައި ހަމަޖެހުން އޮވެގެން. ދިވެހިރާއްޖެއަށް ބޭރުގެ އިންވެސްޓަރުން އައިސް، ދިވެހިރާއްޖޭގައި މިކުރާ މަސައްކަތްތައް މި ހިންގަމުން މި ގެންދަނީ، ދިވެހިރާއްޖޭގައި މިވަގުތު ހަމަޖެހުން އޮތުމާއެކީ. ދިވެހިރާއްޖޭގެ ސަރުކާރަށާއި، ރައްޔިތުންނަށާއި، ދިވެހިރާއްޖޭގައި އޮތް ފުރުޞަތުތަކަށް އިތުބާރު ކުރާތީ.
އެހެންވީމާ، އަޅުގަނޑު މިއަދު ދަންނަވާލަން ބޭނުންވަނީ ސީލައިފް ގްލޯބަލްއާ އެކީ ޙިއްޞާދާރުވެގެން މި މައްސަކަތްކުރާ ދުބާއީގެ ދެ ކުންފުންޏަށް މަރުޙަބާ ދަންނަވަމުން، އަޅުގަނޑު ދަންނަވަން ބޭނުންވަނީ، ދިވެހިރާއްޖޭގައި މިކަހަލަ ފުރުޞަތުތައް މަދެއްނޫނޭ. މި މަޝްރޫޢު ޙަޤީޤަތަކަށް ހައްދަވައި ދެއްވުމަށްޓަކައި ދެންމެ އަޙްމަދު މޫސާގެ ވާހަކަފުޅުގައި، އެ ފާހަގަކުރެއްވި ގޮތުން، އެތަކެއް ބޭފުޅުން އިޚްލާޞްތެރިކަމާއެކީ، މި މަޝްރޫޢު ކާމިޔާބުކޮށްދެއްވުމަށްޓަކައި މަސައްކަތް ކުރެއްވި. އެބޭފުޅުންގެ ނަންފުޅުތައް، ވަކިން ދަންނަވާނުލި ކަމުގައިވީނަމަވެސް، އެހުރިހާ ބޭފުޅުންނަށް އިޚްލާޞްތެރިކަމާއެކީ ޝުކުރު ދަންނަވަން.
މި ޓައުންޝިޕްގެ ތެރޭގައި މި ހެދިގެންދާ ކޮމްޕްލެކްސްއަކީ، ދެންމެ އަޅުގަނޑުމެންނަށް ތަޢާރުފުވެ، އިވިގެންދިޔަ ފަދައިން، އެތަނުގައި ދިރިއުޅޭ ހުރިހާ އެންމެންނަށް، އެތަނުގައި ވަޒަންވެރިވެގެން އުޅޭ ހުރިހާ އެންމެންނަށް ބޭނުންވާނެ ހުރިހާ ވަސީލަތްތަކެއް ހަމަޖެހިގެންދާނެ ކަންކަން. މިކަހަލަ އިތުރު ކޮމްޕްލެކްސްތަކާއެކީ އަޅުގަނޑުމެން ވަނީ މިދެންނެވި އުންމީދު ޙާޞިލު ކުރުމަށްޓަކައި 50000 މީހުންނަށް، ޚާއްޞަ ގޮތެއްގައި މި އަމާޒުވެގެންދަނީ ޒުވާނުންނަށް. މި ފުރުޞަތުތައް ތަނަވަސްވެގެން ގޮސް، އަޅުގަނޑުމެން މިދަންނަވާ ކަހަލަ ސިޓީއަކަށް، ހުޅުމާލޭގެ ސިޓީ ބަދަލުވެގެންދިޔުން. އެޗް.ޑީ.ސީ. އަށް އަޅުގަނޑު ދަންނަވާލަން ބޭނުންވާ ވާހަކައަކީ، އެޗް.ޑީ.ސީ.ގައި އަޅުގަނޑަށްވެސް އެނގޭ، މިހާތަނަށް މިއޮތީ އެޗް.ޑީ.ސީ.ގައި ހުޅުމާލޭގެ ތަޞައްވުރު މިއޮތީ ވަކިގޮތަކަށް ރޭވިފައި، ވަކިގޮތަކަށް ކުރެހިފައި. އެހެން ނަމަވެސް، އަޅުގަނޑުމެން ޤަބޫލުކުރަންޖެހޭ ޙަޤީޤަތަކީ، އަޅުގަނޑުމެންގެ ޙާލަތަށް އަންނަ ބަދަލާ ގުޅިގެން، އަޅުގަނޑުމެން އެޑްރެސް ކުރަންޖެހެނީ، އަޅުގަނޑުމެންނަށް އެވަގުތު އެންމެ ބޮޑަށް ބޭނުންވެފައި ހުރި ކަންކަމަށް.
ދިވެހިރާއްޖޭގައި މިވަގުތަށް އެންމެ ބޮޑަށް ބޭނުންވެފައި އޮތީ، މި ކިތަންމެ ރީތި ޕްލޭން ސިޓީއަކަށް އަޅުގަނޑުމެން އެގޮތުގެ މަތީ ގެންދަން ބޭނުން. އެކަމަކު އެޔާއެކީވެސް އަޅުގަނޑުމެން ޤަބޫލުކުރަންޖެހެނީ، އަޅުގަނޑުމެން އެބަޖެހެޔޭ މީހުންގެ ގެދޮރުވެރިކަމުގެ އިޙްސާސަށް އިޖާބަދޭން. އަދި ހަމައެހެންމެ، ޝަހަރެއްގައި ގެދޮރުވެރިކުރުވާއިރު، އިޤްތިޞާދީ މަސައްކަތް ކުރުމަށާއި، ވަޒީފާގެ ފުރުޞަތަށް ޖާގަ ލިބޭގޮތަށް އެޗް.ޑީ.ސީ.ގެ ޕްލޭންތައްވެސް މިހާރު މިއަންނަނީ އަލުން ބަލުން ބަދަލުވަމުން. ކޮންމެ ސަރުކާރެއްވެސް ޒަޢާމަތަކާ ޙަވާލުވީމަ، ކުރާނެ މަސައްކަތްތަކުގެ ތެރޭގައި، އެ ޤައުމެއްގައި ހުރި ވަސީލަތްތައް، އެންމެ ހެޔޮގޮތުގައި ބޭނުންކުރުމަށް މަސައްކަތް ކުރާނެ. އެއްވެސް ކަމަކީ ބަދަލުނުވާނެ ކަމެއް ނޫން. ޗާޓްތަކަކީ އަލުން ކުރެހީމަ ބަދަލުވާނެ ޗާޓްތައް. އެހެންވީމާ، އެޗް.ޑީ.ސީ.ގެ މަސައްކަތްވެސް، ކުރިއަށް އޮތް ތަނުގައި ދާނީ، ދެވަނަ ފިޔަވަހީގެ މަސައްކަތް ފެށުމާއެކުވެސް އެޗް.ޑީ.ސީ.ގެ މަސައްކަތް މި ދާނީ، އަޅުގަނޑުމެންގެ ސަރުކާރުގެ މިއަދުގެ އަމާޒު ފުރިހަމަކުރުމަށްޓަކައި.
އަޅުގަނޑުމެން މިއަންނަނީ ރައްޔިތުންގެ ވޯޓާއެކީ، ރައްޔިތުންނަށް ބޭނުންވާ ކަންތައްތަކެއް ޙާޞިލުކޮށްދޭނެ ކަމަށް ވަޢުދުވަމުން. އެހެންވީމާ، ހުޅުމާލެ، މިދެންނެވި ގޮތަށް ބަދަލުވެގެންދާއިރު، މި ޔޫތު ސިޓީ މިތަނަށް އައިއްސަ، ޓެކްނޯ ޕޮލިސް ޕާކަކާއި އަދި ޔޫތުންނަށް ބޭނުންވާ އެންޓަރޓައިންމަންޓް އެމިޔުޒްމަންޓްގެ އެތަކެއް ބައިވަރު ޙަރަކާތްތަކެއް މި އަންނަނީ. ޝައްކެއްވެސްނެތްގޮތުގައި، ހަށިގަނޑުގެ ތަރުބިއްޔަތަށް ބޭނުންވާ ކަންކަމުގެ އިތުރަށް، ވަޒީފާގެ ފުރުޞަތުތަކާއި، ރާއްޖޭގައި، ރާއްޖޭގެ ވެށްޓާ ގުޅޭ ކަހަލަ ލުއި ޞިނާޢީ މަސައްކަތްތަކެއްވެސް ހިމެނޭގޮތަށް. އަދި ހަމައެޔާއެކީ، މިތަނުގައި ޓޫރިޒަމްގެ މަސައްކަތާއި، މަސްވެރިންނަށް ބޭނުންވާ ކަންކަމުގެ އިތުރަށް، މިޒަމާނުގެ ސިޓީއަކަށް ބޭނުންވާނެ ހުރިހާ ކަންކަމެއްވެސް ހިމެނިގެންދާނެ.
އަޅުގަނޑު ބޭނުންވަނީ، އަޙްމަދު މޫސާމެންފަދަ ދިވެހި ބޭފުޅުން، އަޅުގަނޑުމެން މިކުރާ އުންމީދުގައި، އިތުބާރު ކުރައްވައިގެން، ބޭރުގެ އެކި ފަރާތްތައް ހޯއްދަވައިގެން، މިކަހަލަ މަސައްކަތްތަކަށް، އެފަރާތްތަކުގެ ޝައުޤުވެރިކަން ހޯއްދެވުން. ދިވެހި ސަރުކާރުގެ މިދެންނެވި އަމާޒަށް މަސައްކަތް ކުރެވިގެން، ދިވެހި ސަރުކާރުން ނުލިބޭނެ ހުއްދައެއް، އިރާދަކުރެއްވިއްޔާ، މި 5 އަހަރަކު ނޯންނާނެ. އަޅުގަނޑުމެން ބޭނުންވާނެ، މިކަންކަން ޙަޤީޤަތަކަށްވާން. އަޅުގަނޑުމެން ބޭނުންވާނެ، ދިވެހި ޒުވާނުންނަށް ވަޒީފާގެ ފުރްޞަތު ލިބިގެންދާން. އަޅުގަނޑުމެން ބޭނުންވާނެ، ގެދޮރުވެރިވާން. އަޅުގަނޑުމެން ބޭނުންވާނެ، މާލޭގައި ދިރިއުޅޭ ނިކަމެތިން. މާލޭގަޔާއި ހުޅުމާލޭގައި ގެދޮރުވެރިވާން އަޅުގަނޑުމެން ބޭނުންވާނެ. އެއީ އަޅުގަނޑުމެންގެ ސަރުކާރުން ބަދަލުނުވާގޮތަށް، ލިޔެވިފައި ތަންފީޛު ކުރަން ބޭނުންވާނެ ޙަޤީޤަތެއް. އެކަން ޤަބޫލު ކުރައްވާ، އަޅުގަނޑުމެން އިރާދަކުރެއްވިއްޔާ، އަޅުގަނޑުމެންގެ ސަރުކާރެއްގައި، މި މަސައްކަތްތައް ކުރަން ބޭނުންވޭ.
އެހެންވީމާ، މިކަން އިރާދަކުރެއްވިއްޔާ، އަޅުގަނޑުމެން ޙައްލުކުރާނަން. އަޅުގަނޑުމެން ބޭނުންވަނީ، އަޅުގަނޑުމެންގެ 5 އަހަރު، ﷲގެ ރަޙްމަތާއެކީ މިދެންނެވި ގޮތަށް، 5 އަހަރު ނިމިގެންދާއިރު، މާލޭގައި މިހާރު މި ދިމާވެފައި ހުރި ގެދޮރުވެރިކަމުގެ ހުރިހާ މައްސަލަތައް ޙައްލުވެގެން ދިޔުން. އަދި ހަމައެހެންމެ، ބައިބޯ ބޮޑެތި ރަށްރަށުގައި ދިމާވެފައި ހުރި ގެދޮރުވެރިކަމުގެ މައްސަލަތައްވެސް، ހަމަ މިދެންނެވި އުޞޫލުން ޙައްލުވެގެން ދިޔުން.
އެހެންވީމާ، އަޅުގަނޑު ވާހަކަކޮޅު ނިންމާލަމުން، ބޭރުގެ މެހްމާނުންނަށް މަރްޙަބާ ދަންނަވާލަން އަޅުގަނޑު ބޭނުންވޭ. އެހެންވީމާ، ތިޔަބޭފުޅުންގެ އިޒުނައާއެކީ ދެތިން ބަހެއް، އިނގިރޭސި ބަހުން ދަންނަވާލާނަން.

It is indeed a pleasure for me to invite you to Maldives. And especially, it is a pleasure for me to see you actively engaged in our socioeconomic development. I hope this project is going to be both rewarding in terms of profitability as well as catering to the need of the Maldivian people. Maldivian Government at this point is very committed to improving the wellbeing of the Maldivian youth.
What Maldivian youth is deprived of at this point in time is opportunities to be gainfully employed, and also opportunities of shelter. So any project that is going to cater to these duel needs is going to be certainly welcomed by my Government. So it is in this context I take particular pleasure in welcoming the joint venture company of Sealife, two of the Dubai companies are involved in this.
My Government is committed to improving the wellbeing of Maldivians in Male’ as well as improving the conditions of foreign investors who venture enough to come to the Maldives and try to cater to these socioeconomic projects.
We are embarking on a very adventurous path at this point in time. God willing, we have a very peaceful time in Maldives at this point in time. Maldivian people have trusted in this Government. And therefore God willing, if this peace is going to be sustained our preoccupation is going to be improving the economies and through improvement in the economies we are going to deliver the services we are expected of by the public; that is to improve the Maldivian youth empowerment.
What we would like to confirm to the foreign investors who come to the Maldives is that, foreign investors should feel that Maldives is your second home here. We are embarking on an adventurous time in the Maldives now. My Government is committed to improving the foreign investment regime. That is going to be a landmark law that is going to be passed in the next Majlis. That is going to enable foreign investments of really heavy magnitude to come and invest in the Maldives. We are going to open up Maldives in a huge way to foreign investors. Our thirst cannot be quenched. The opportunity to foreign investors is going to be enormous. So have faith and have trust in us. What we are going to do is, what you are going to see is, hallmark reform bills especially in socioeconomic area. What we are going to launch in the next Majlis or in the next parliament is going to create special economic zones. This is going to be likened to the cities in Dubai or the Emirates. This is going to be likened to the environment we have in Singapore.
I’m not kidding myself when I think that Maldives can be likened to Singapore. But certainly it is our vision, what we are going to do is going to transcend above the local laws we have here, create these special economic zones, which is going to enable investors to have freeholds in Maldives and also investors to engage in really, really long gestating projects.
Investors are going to be interested in Maldives in opening up transshipment ports. We have a landmark project in connecting Male’ and Hulhumale. This project is going to be amply benefitted from the bridge that we are going to lay across between Male’ and Hulhumale. We would like to see growth and more growth in Hulhumale. This is going to be a youth a village. This has been specified in our manifesto, and we are committed to providing employment and also shelter to no less than 50,000 youth.
Your participation in this project is going to enhance us with 18,000 when the project comes to a fruition and completion. So God willing, I indulge with you to look for more investors, get more investors interested in Maldives. Maldives is going to open a red carpet just like this for all the investors that are going to come here. We have transshipment ports, we have entrepreneurial ports, we have a bridge and we have an enormous insatiable appetite for economic development.
The thrust of the Government is to welcome foreign investment, and to assure all investors that your investment, your money is safe with us. And your stay here is, in Maldives is going to be conducive for you. So if you believe in us, if you start partnering with Maldivians, I think the tremendous opportunities you have both in terms of getting out a good economic return, as well as your satisfaction that you have been able to somehow help in the socioeconomic development of a friendly, brotherly Maldivian people Islamic country, that is going to be of enormous happiness to you.
So I reach out to proprietors, to investors in Dubai, in Abu Dhabi, in Qatar and also in the Emirates, please, here you have an island, here you have a country, where you can invest and where you can be content with your investments. We are venturing out; we are embarking on an era of growth. This government is going to, apart from being committed to socioeconomic growth, this government is committed to improving the wellbeing of our youth.
Youth play a predominant role in stabilizing the Maldivian economy. Youth gives the energy for me and my party and my Government to move on. Youth provides the dynamo for energy. Therefore any effort no less than this one is going to be a commitment, your commitment to improving our wellbeing of youth population here in the Maldives.
Youth presently comprises of 52% of our population. And this number is going to grow. Hulhumale city has been a vision of my party leader, former President, President Gayoom. 10-15 years ago he had this vision. He wanted to find breathing space for the overly congested people in Male’. Nobody would have at that time thought that Hulhumale is going to be the city Hulhumale is now.
There is tremendous opportunity in Maldives here. There is tremendous opportunity. And there is tremendous love in us for the Arab Muslim entrepreneurs. So please come and invest in Maldives. Your efforts here is going to be rewarded.
