President Dr Mohamed Muizzu has issued Presidential Decree No. 27/2025, declaring a public referendum to ascertain the views of residents regarding the jurisdictional composition of Addu City, particularly in relation to the constituencies of Hulhudhoo, Meedhoo, and Feydhoo.
This decision was made pursuant to Article 115(p) of the Constitution of the Republic of Maldives and Section 4(c) of the Public Referendum Act (Act No. 15/2025).
The issuance of the Decree follows numerous requests received by the Government from residents of Addu City, seeking a review of the current administrative composition of the Addu City Council, and proposing that separate councils be constituted for Addu Hulhudhoo, Addu Meedhoo, and Addu Feydhoo.
In accordance with the Decree, the referendum will seek the opinion of residents on the establishment of separate or combined councils for the aforementioned constituencies. The questions to be posed are as follows:
For the residents of Addu Hulhudhoo:
1. Should a separate council be established for Addu Hulhudhoo?
2. Should a combined council be established for Addu Hulhudhoo and Addu Meedhoo?
For the residents of Addu Meedhoo:
1. Should a separate council be established for Addu Meedhoo?
2. Should a combined council be established for Addu Hulhudhoo and Addu Meedhoo?
For the residents of Addu Feydhoo:
1. Should a separate council be established for Addu Feydhoo?
Following its publication, the Elections Commission has been tasked with administering and overseeing the referendum. The referendum will be open to all registered voters in the relevant constituencies and is scheduled to be held on 24 or 25 October 2025.
