His Excellency President Dr Mohamed Muizzu visited the Deutsche Gesellschaft für Auswärtige Politik (DGAP), the German Council on Foreign Relations, during his official visit to Germany at the invitation of His Excellency President Frank-Walter Steinmeier.

The President was received by Mr Rolf Nikel, Vice-President of DGAP; Mr Thomas Kleine-Brockhoff, Director of DGAP; and Dr Kira Vinke, Deputy Research Director and Head of the Centre for Climate and Foreign Policy.

President Dr Muizzu delivered a keynote address on the role of the ocean in foreign policy, outlining the Maldives’ perspective on coordinated ocean governance. He noted that the ocean remains underrepresented in strategic and diplomatic thinking despite its vital role in climate regulation, biodiversity and global food security. Emphasising that the Maldives’ history, economy, culture and security are inseparable from the ocean, he highlighted the far-reaching impacts of climate change on the nation’s economy and way of life.

The President observed that the Maldives lies at the crossroads of major trade routes and growing strategic competition, making the Indian Ocean one of the most consequential regions of the 21st century. He also stressed the importance of safeguarding undersea digital infrastructure, which carries most global data traffic, through international cooperation, shared norms and trust.

He noted that small states are increasingly emerging as norm-shapers, advocating ambitious climate action, stronger marine protection and inclusive multilateralism. Concluding his remarks, the President stated that an ocean-centred foreign policy is existential for the Maldives and indispensable for the world. He reaffirmed the Maldives’ readiness to work with Germany and like-minded partners to ensure the ocean remains a space for cooperation, sustainability, and shared responsibility. He added that the governance of the ocean will shape both the future of small island nations and the wider international order.

During the subsequent Q&A session, the President outlined the Maldives’ approach to ocean security and sustainability, grounded in strong relations with neighbours and partners, respect for territorial integrity, and environmental protection. He also highlighted efforts to strengthen capacity to safeguard the Maldives’ Exclusive Economic Zone and emphasised the country’s commitment to global climate action. Reflecting on six decades of diplomatic relations, President Dr Muizzu noted further scope to expand cooperation with Germany, including in shore protection initiatives.
