President Dr Mohamed Muizzu has ratified the 2nd Amendment to the Utility Regulatory Authority Act (Act No. 26/2020).
The Bill was passed by the People’s Majlis at its 25th sitting of the second session of 2026, held on Monday, 17 August 2026.
The amendment introduces legislative changes to strengthen the administrative governance of the Utility Regulatory Authority (URA). Key changes include increasing the number of Board members and revising procedures for their appointment, eligibility criteria and terms of office.
Under the amendment, the Board of Directors, previously comprising five members, will now comprise seven members, including the Chief Executive appointed by the President. The amendment also requires a legal professional to be appointed to the Board and establishes formal procedures for conducting Board meetings.
The amendment further stipulates that the additional members required for the Authority’s Board of Directors must be appointed within 30 days of the Act coming into force.
Following ratification by the President and publication in the Government Gazette, the amended Act has come into force.
