The cabinet has advised the President to not to issue permits to ports that do not comply with the International Ship and Port Facility Security Code (ISPS), to provide port facilities to international ships. The Cabinet also recommended the President to stop issuing of such permits, starting from January 1, 2013.

The Cabinet made this recommendation after discussing a paper presented by the Ministry of Transport and Communication on standardising ports that provide facilities to international ships according to the international standards.

The ISPS Code is implemented through chapter XI-2 Special measures to enhance maritime security in the International Convention for the Safety of Life at Sea (SOLAS).
