President Abdulla Yameen Abdul Gayoom, in a ceremony held to celebrate the success of the Civil Service within the past five years, and inaugurate the new strategic plan for the next five years, has urged for a human resources audit of the Civil Service.
In a ceremony held this morning at Hotel Jen the President stated that the Civil Service was comprised of technically capable and well-educated professionals, and that their services could most effectively be gained by undertaking a Quality, and Performance, audit. The President expressed his belief that the Civil Service Commission, each Ministry and their respective institutions should undertake such an audit.
In addition, the President stated that any such audit would reveal the sufficient number of staff to run the institutions. The President pointed to the fact that, since an audit of this sort had not been previously undertaken, the number of Civil Service employees, in some areas, now far exceeded that of what is actually required. The President further stated that this would also lead to better resource management, whereby areas in which resource are lacking would be identified and attended to.
In his speech the President stated that the Government and the Civil Service are currently lacking in employees at the Supervisory and middle management level. The President also affirmed that it is unacceptable that citizens have to repeatedly visit Government offices to obtain services and appealed to all Civil Service employees to resolve such issues while maintaining good etiquette.
The Civil Service Commission consists of employees who provide the necessary services to citizens via the Government’s resources and these employees are important paragons of the nation the President said; adding that each employee should be considered a most important constituent of the Civil Service. The President affirmed that the Government has always worked for the well being of its employees, be it by providing training or easier ways to manage their work. The President also noted that, in order to encourage employee well being, it was necessary to increase employee remuneration and that this could only be achieved by resizing the Civil Service.
The President, in this ceremony, inaugurated the Strategic Plan for the next five years while the Vice President of the Civil Service Commission, Ms. Jameela Ali Khalid inaugurated the Maldivian Civil Service Training Policy, Training Directory of 2016 and Website for the Civil Service Training Institute.
