الحمـد للّـه ربّ العـالمـين، والصّـلاة والسّـلام عـلى أشرف المرسلين، وعلى آلـه وأصحـابه أجمعـين.
އާދެ، މިއަދު ކުޑައިރުކޮޅެއްފަހުން މާތްﷲގެ އިސްމުފުޅުގެ ބަރަކާތުން ރާއްޖޭގައި އަންހެންކުދިންގެ ދެވަނަ ސެކަންޑަރީ ސްކޫލެއްގެ ބިންގާ އަޅައިދިނުމަކީ، އަޅުގަނޑަށް ލިބޭ ވަރަށް ބޮޑު އުފަލެއް. މިމުނާސަބަތުގައި ރާއްޖޭގެ ހުރިހާ ކިޔަވާކުދިންނަށް އަދި އޭގެތެރެއިން ޚާއްޞަކޮށް، ރާއްޖެތެރޭގައި ކިޔަވާ އަންހެން ދަރިވަރުންނަށް އަދި އެކުދިންގެ ބެލެނިވެރިންނަށާއި މައިންބަފައިންނަށް، އަދި ތަޢުލީމީ ދާއިރާގައި މަސައްކަތްކުރައްވާ ހުރިހާ ބޭފުޅުންނަށް ތަހުނިޔާއާއި މުބާރަކްބާދީ އަދާކުރަން.
ދެންމެ އަޅުގަނޑުގެ ކުރިން ވާހަކަފުޅު ދެއްކެވި ދެބޭފުޅުންވެސް ވިދާޅުވިފަދައިން، އަލަށް މި އިމާރާތް ކުރެވޭ ސްކޫލަކީ، ޖަޕާނު ސަރުކާރުގެ ހިލޭ އެހީގައި މާލޭގައި އަޅައިދެވޭ ސްކޫލެއް. މިއީ، ޖަޕާނު ސަރުކާރުގެ ހިލޭ އެހީގައި މާލޭގައި އަޅާ 4 ވަނަ ސްކޫލް. މީގެކުރިން ރާއްޖޭގެ ބައެއް އަތޮޅުތަކުގައި ޖަޕާނު ސަރުކާރުގެ ހިލޭ އެހީގައި 15 ސްކޫލްވަނީ އިމާރާތްކޮށް، އެތަންތާނގައި މިހާރުވެސްދަނީ ކިޔަވައިދެމުން.
ޝައްކެއްނެތްގޮތުގައި، މިކަންކަމަކީ ޖަޕާނު ސަރުކާރުން ރާއްޖޭގެ ރައްޔިތުންނަށް، އަދި ޚާއްޞަކޮށް، ރާއްޖޭގެ ތަޢުލީމީ ދާއިރާއަށް ވެދެއްވާ ވަރަށްބޮޑެތި އެހީތަކެއް. ޙަޤީޤަތުގައި، ޖަޕާނަކީ ރާއްޖެއާ ވަރަށް ގާތް ގުޅުމެއް ބަހައްޓާ ޤައުމެއް. ވަރަށް ދީލަތި ގޮތެއްގައި ރާއްޖޭގެ ތަރައްޤީއަށް އެހީތެރިވެދެމުން ގެންދާ ޤައުމެއް. މިއަދު މި ބިންގާ އެޅޭ ސްކޫލަކީ، ދިވެހިރާއްޖެއާއި ޖަޕާނާ ދޭތެރޭގައި މިއޮތް ގާތް އެކުވެރިކަމާއި ރަޙްމަތްތެރިކަމުގެ ގުޅުން އިތުރަށް ބަދަހިވެގެންދާކަމުގެ ފުރިހަމަ ހެއްކެއް. އެހެންކަމުން، ދިވެހިރައްޔިތުންނާއި ދިވެހި ސަރުކާރުގެ ނަމުގައި އަޅުގަނޑު ޖަޕާނު ސަރުކާރަށް ވަރަށް އިޚްލާޞްތެރިކަމާއެކު ޝުކުރު ދަންނަވަން. އަދި ރާއްޖެއާއި ޖަޕާނާއި ދެމެދުގައި މިއޮތް ގާތް ގުޅުން އިތުރަށް ބަދަހިކުރައްވައި ކުރިއަށް ގެންދިއުމަށްޓަކައި ކުރައްވާ ގިނަގުނަ މަސައްކަތްޕުޅުތަކަށްޓަކައި، ޖަޕާނުން ރާއްޖެއަށް ކަނޑައަޅުއްވާފައިވާ ސަފީރު މިސްޓަރ ކިއޫޝީ އަރާކީއަށް އަޅުގަނޑު ވަރަށް އިޚްލާޞްތެރިކަމާއެކު ޝުކުރު ދަންނަވަން.
އެނގިވަޑައިގަންނަވާނެ ފަދައިން، ތަޢުލީމަށް ދިވެހި ސަރުކާރުން އަބަދުވެސް ވަރަށްބޮޑު ސަމާލުކަމެއް މިއަންނަނީ ދެމުން. މާލޭގައި އަންހެންކުދިންގެ ދެވަނަ ސްކޫލެއްގެ ބިންގާ މިއަދު އަޅައި، މި ސްކޫލްގެ މަސައްކަތް ނިމި، ސްކޫލްގައި ކިޔަވައިދޭން ފެށުމުން އެކަން ވެގެންދާނީ ރާއްޖޭގެ ކިޔަވާ ކުދިންނަށް، އަދި ޚާއްޞަކޮށް، އަންހެންކުދިންނަށް ލިބޭ ތަޢުލީމުގެ ވަރަށް ބޮޑު ފުރުޞަތަކަށް. އަދި ރާއްޖޭގެ ތަޢުލީމަށް ލިބޭ ވަރަށް ބޮޑު ތަރައްޤީއަކަށް.
މިމުނާސަބަތުގައި ރާއްޖޭގެ ތަޢުލީމު ތަރައްޤީ ކުރައްވައި ކުރިޔަށް ގެންދެވުމަށް މިނިސްޓަރ އޮފް އެޑިޔުކޭޝަން އަލްފާޟިލާ ޒާހިޔާ ޒަރީރު ކުރައްވަމުން ގެންދަވާ ބުރަ މަސައްކަތްޕުޅުތަކަށްޓަކައި އެކަމަނާއަށް އަޅުގަނޑު ވަރަށް ޚާއްޞަ ޝުކުރެއް ދަންނަވަން. ހަމައެއާއެކީގައި، މިނިސްޓްރީ އޮފް އެޑިޔުކޭޝަންގެ އެހެން ވެރިންނާއި، ތަޢުލީމީ ދާއިރާގައި މަސައްކަތް ކުރައްވާ ހުރިހާ ފަރާތްތަކުން ރާއްޖޭގެ ތަޢުލީމަށް ބަހައްޓަވާ ސަމާލުކަމާއި، ތަޢުލީމު ކުރިއަށް ގެންދެވުމަށް ކުރައްވާ މަސައްކަތްޕުޅުތަކަށްޓަކައި، އެހުރިހާ ބޭފުޅުންނަށްވެސް އަޅުގަނޑު ޝުކުރު ދަންނަވަން.
އާދެ، ރާއްޖެއާއި ޖަޕާނާ ދެމެދު އޮތް ގުޅުން މިދަނީ އެއްދުވަހުން އަނެއް ދުވަހަށް ބަދަހިވަމުން. މިދިޔަ އަހަރު ޓޯކިޔޯގައި ވަނީ ރާއްޖޭގެ އެމްބަސީއެއް ހުޅުވާފައި. އެކަން ވެގެންދިޔައީވެސް، ދިވެހިރާއްޖެއާއި ޖަޕާނާ ދޭތެރޭގައި މިއޮންނަ ގުޅުން އިތުރަށް ބަދަހިވެގެން ދިޔުމަށް ހުޅުވުނު ވަރަށް ބޮޑު ދޮރަކަށް. މިހާރު ރާއްޖެއިން ބޭރުގައި ރާއްޖޭގެ 12 ޑިޕްލޮމެޓިކް މިޝަން އެބަހުރި. ތަންކޮޅެއް ކުރިން އަޅުގަނޑުމެންގެ ޑިޕްލޮމެޓިކް މިޝަންތައް ވަރަށް މަދު. އެހެންނަމަވެސް، މިހާރު ވަރަށް ގިނަ ޤައުމުތަކުގައި ރާއްޖޭގެ މިޝަންތައް މިގެންދަނީ ހުޅުވަމުން. މިގޮތުން މިހާރު ވަރަށްގިނަ ޤައުމުތަކުގައި، ކުރިއާ ނިސްބަތްކޮށް ބަލާއިރު، ރާއްޖޭގެ ސަފާރާތައް ޤާއިމުވެފައި އެބަހުރި. އަދި ރާއްޖެއާއި އެޤައުމުތަކާ ދޭތެރޭގައި އޮންނަ ގުޅުން އިތުރަށް ބަދަހިކުރައްވައި، އިތުރަށް ކުރިއަށް ގެންދެވުމަށްޓަކައި، އެތަންތާނގައި ތިއްބަވާ ރާއްޖޭގެ ސަފީރުން ވަރަށް ބޮޑެތި މަސައްކަތްތައް ކުރައްވަމުން އެބަ ގެންދަވާ.
ރާއްޖެއިން ބޭރުގައި ރާއްޖޭގެ ތަޞައްވުރު ރަނގަޅު ކުރުމަށާއި، ރާއްޖެއާއި ބޭރު ޤައުމުތަކާ ދެމެދު އޮންނަ ގުޅުން އިތުރަށް ބަދަހިކުރެއްވުމަށާއި، ރާއްޖެއާއި ބައިނަލްއަޤްވާމީ ޖަމާޢަތްތަކާ ދޭތެރޭ އޮންނަ ގުޅުންވެސް ވަރުގަދަ ކުރެއްވުމަށްޓަކައި މިނިސްޓަރ އޮފް ފޮރިން އެފެއާޒް އަލްފާޟިލް ޢަބްދުﷲ ޝާހިދު ކުރައްވަމުން ގެންދަވާ މަސައްކަތްޕުޅުތަކަށްޓަކައި އެމަނިކުފާނަށް އަޅުގަނޑު ވަރަށް އިޚްލާޞްތެރިކަމާއެކު ޝުކުރު ދަންނަވަން.
އާދެ، ޢަބްދުﷲ ޝާހިދު، މިނިސްޓަރ އޮފް ފޮރިން އެފެރާޒް ކަމުގެ މަގާމަށް ވަޑައިގަތުމަށްފަހުގައި، އަޅުގަނޑުމެންގެ ބޭރުގެ ގުޅުންތަކަށް މިވަނީ ވަރަށް ބޮޑު ދިރުމެއް އައިސްފައި. ވަރަށް ބޮޑު ތަރައްޤީއެއް އައިސްފައި. ޝައްކެއްނެތްގޮތުގައި، އެއީ އެމަނިކުފާނާއި އަދި އެމަނިކުފާނުގެ ބެއްލެވުމުގެ ދަށުން އެމިނިސްޓްރީގެ ވެރިންނާއި، އެހެން ބޭފުޅުން ކުރައްވަމުން ގެންދަވާ މަސައްކަތްތަކުގެ ސަބަބުން ވަމުންދާގޮތެއް. މިކަމުގައި ރާއްޖޭގެ ސަފީރުން ކުރައްވާ މަސައްކަތުގެ އަގުވެސް އަޅުގަނޑު ވަޒަންކޮށް، އެހުރިހާ ބޭފުޅުންނަށް ޝުކުރު ދަންނަވަން.
It gives me great pleasure to lay the foundation stone of the second girls’ secondary school in the Maldives.
On behalf of the people of the Maldives, I wish to thank the Japanese government for gifting this school to us. Japan is a key development partner of the Maldives, and in particular, of the education sector of the country. This is the fourth school to be built in Male’ with Japanese assistance. There are a further fifteen schools that have been built in the atolls with Japanese aid.
Therefore I thank the Japanese government and people for their continued assistance towards the development of the country. I also thank Ambassador Kiyoshi Araki for his vital contribution to the strengthening of relations between our two friendly countries.
The rapid pace at which the education sector of the Maldives has progressed over the years is evident from the fact that, when I assumed office as President, there were only four Government schools in the whole of the country.
Today, there are 216 Government schools in the country. There are Government schools in every inhabited island, and the total student population is well over 100,000.
One of the goals of the Seventh National Development Plan is to provide universal access to ten years of education to all Maldivian children by 2010, and to eliminate gender disparity in tertiary education.
We have already made promising advancements in these areas. Today, the Maldives has a functional literacy rate of over 98%, which is the highest in South Asia and on par with the best in the world.
We now have over 5,700 teachers teaching in schools across the country, two-thirds of whom are Maldivians. This increase in the number of teachers has brought the student to teacher ratio to under 30, which again is a notable achievement.
Universal primary education has been achieved, and the net enrolment ratio for both girls and boys indicates gender parity in enrolment at this level.
There has been no institutional discrimination in the Maldives along gender lines in access to education. Gender parity has been achieved in the literacy rates, enrolment and attainment in primary and secondary levels. However, there is still a gender disparity in technical and tertiary education, more so in the latter area.
Nevertheless, the fact that the gap in tertiary education for men and women is narrowing is encouraging, and it is clear evidence that notable progress is being made.
My democratic reform agenda, which is now in its final stages, has ensured enhanced gender equality in all walks of life. We have broken down discriminatory barriers to women in public life, and, for the very first time under the new Constitution, women can run for the office of President.
އާދެ، މިއަދުގެ މިބައްދަލުވުމަކީ ކިތަންމެ އުފާވެރި ބައްދަލުވުމަކަށްވިޔަސް، މާ ދިގުކޮށް ވާހަކަ ދެއްކުމަށް ހަމަޖެހިފައިވާ ބައްދަލުވުމެއް ނޫން. އެހެންކަމުން، މިއަދުގެ މުނާސަބަތުގައި އަދިވެސް އެއްފަހަރު މިނިސްޓަރ އޮފް އެޑިޔުކޭޝަނަށާއި، އެޑިޔުކޭޝަން ދާއިރާގައި މަސައްކަތް ކުރައްވާ ހުރިހާ ބޭފުޅުންނަށާއި، ރާއްޖޭގެ ލޮބުވެތި ދަރިވަރުންނަށް ތަހުނިޔާއާއި މުބާރަކްބާދީ އަދާކުރަމުން، އަދި މިއަދު މި ބިންގާ އެޅޭ ސްކޫލްގެ ސަބަބުން ރާއްޖޭގެ ތަޢުލީމަށް، ޚާއްޞަކޮށް ރާއްޖޭގެ ކިޔަވާ އަންހެންކުދިންނަށް އިތުރު ކުރިއެރުމާއި ތަޢުލީމުގެ އަދި ތަރައްޤީގެ ފުރުޞަތު ލިބުމަށް އެދި ﷲގެ ޙަޟްރަތުގައި ދުޢާ ދަންނަވަމުން، އަޅުގަނޑުގެ ވާހަކަކޮޅު ނިންމާލާނަން.
